一、資料釋出辦法
|
1.

申請者（資料使用人）不得擅自藉由各種方式，如拷貝或影印等方式將資料給其他個人或機構。
|
| The data and materials supplied by ESSDA need to be handled with care. They may not be redistributed or sold to other individuals or organizations by any means, e.g., copying, photocopying, reprinting, photographing, and reproducing. | |
|
2.
|
資料用途僅止於研究與教學之用，同時使用人須確保受訪者之匿名權與隱私。 |
| Data was provided by ESSDA which are to be used solely for personal research, instruction, and policy suggestion. In addition, they are required to protect the confidentiality of respondents. | |
|
3.
|
資料申請人若有二人以上，均須在資料申請表上將其同時列為資料使用人，並填寫申請書。 |
| Data used for research should provide a list of data users if more than one. | |
|
4.
|
如資料捐贈人對其資料釋出在本辦法之外另有增訂者，資料使用者須履行捐贈者所訂之使用條件。 |
|
|
The regulations and legal restrictions required by the donor need to be followed when utilizing the data. |
|
5.
|
資料使用人利用該資料而撰成之論著（含手稿本）必須詳細書明下列中文或英文「資料出處說明」(acknowledgement）： |
| Journal articles, conference papers, books, book chapters, and other publications or reports that employ data or other resources provided by ESSDA should cite the data source. Format of citation must at least include the following: | |
| 本文使用的資料全部（部分）係採自（調查計畫全名）計畫（簡稱TEDSXXXX）（科技部計畫編號）。「台灣選舉與民主化調查」（TEDS）多年期計畫總召集人為國立政治大學黃紀教授，TEDSXXXX為針對□□□□選舉執行之年度計畫，計畫主持人為○○○教授（計畫主持人全名）；詳細資料請參閱TEDS網頁：hteds.nccu.edu.twttp://teds.nccu.edu.tw。作者感謝上述機構及人員提供資料協助，惟本文之內容概由作者自行負責。 | |
| Data analyzed in this article [paper, book, chapter, report] were collected by the research project of (name of the project), and directed by （name(s) of the project director(s)）. The Election Study Center of National Chengchi University is responsible for the data distribution. The author(s) appreciate the assistance in providing data by the institute and individual(s) aforementioned. The views expressed herein are the author's(s') own. | |

資料使用人因運用該調查資料撰成之一切論著（如會議論文、期刊論文、博碩士論文、專書或其他等），在出版或發表一個月之內，須告知本中心該論著之書目，以利其他資料使用者參考。 |
| Applicants should provide ESSDA with the bibliographies of any publications which are based on the original studies released from ESSDA within one month of being published in order to make such resources available. | |

申請者（資料使用人）如果違反上述任一使用規則，經查証屬實後，該使用人需自負所有的法律責任。另外，本中心將永久取消其資料庫申請使用權益，並在「選舉研究」期刊上及本中心位於全球資訊網路（World Wide Web）的首頁資訊站 向學術界公布違反者之姓名、服務機構、職稱、及違反事項。 |
| Individual who violates the regulations aforementioned are legally responsible for their actions. Furthermore, the ESC will permanently cancel his or her right to apply for ESSDA holdings. We will also announce the violator's name, organization, title, and violation in our publications and our home page at World Wide Web (http://www.esc.nccu.edu.tw/). |
二、「臺灣選舉與民主化調查」資料釋出辦法細則
1. 為促進學術交流與開放調查研究原始資料共享，「臺灣選舉與民主化調查」特將調查資料檔案整理開放，供學術界人士參考、使用。為便利使用者利用資料，同時為維護資料捐贈人與本資料庫權益，凡加入本資料庫會員者，方可使用本資料庫提供之釋出資料。
2. 會員申請手續：
申請者須於網頁註冊，自行設定一組密碼與帳號，並填具個人基本資料，以供會員權益之行使。
3. 申請資料的會員須線上填寫「資料申請表」。
4. 會員可使用本資料庫已公開釋出之資料，使用方式包括線上下載資料、線上查詢問卷等。若資料捐贈者不同意開放上述使用方式時，則會員須依資料捐贈者之指定方式提出申請及使用資料。
5. 資料之釋出方式，可以線上下載、電子郵件(E-mail)、磁片(FD)、可燒錄光碟片(CD-R/CD-RW)和附郵票之回郵信封等方式傳遞或郵寄，所需之消耗性物件及郵寄費用應由申請者自行負擔。
6. 本資料庫收到申請案件後，於五個工作天內回復申請者處理結果。若同意線上下載申請，則開放申請者五天的線上下載權限。
7. 會員如違反本約定條款之規範者，本資料庫得停止或終止會員之權益，並告知其原因。
8. 申請者就所得資料核對，若有任何關於所得資料之問題，煩請洽詢國立政治大學選舉研究中心。
9. 其它未盡事宜請參考「『臺灣選舉與民主化調查』資料釋出辦法」辦理。
